David Greenbaum

David Greenbaum is the Chief Executive Officer of the Arkansas Workers’ Compensation Commission. Previously, Mr. Greenbaum was Chief Administrative Law Judge for the Commission. He had been the head of the Adjudication Division for the agency from 1996 to 2017. He joined the Commission in May 1978 as an Administrative Law Judge.

Prior to his joining the AWCC, Mr. Greenbaum worked as an Assistant Attorney General for the State of Arkansas, his primary work at the Attorney Generals office was in the Administrative Field representing numerous State regulatory and licensing boards and commissions.

Mr. Greenbaum received his B.S. degree from the University of Arkansas at Little Rock in 1970 and his Juris Doctorate from the University of Arkansas, Fayetteville in 1973. Mr. Greenbaum has frequently been appointed to serve as Special Chairman and Special Commissioner of the Arkansas Workers’ Compensation Commission by various Governors since joining the Commission in 1978.

He is a member of the Arkansas Bar Association, the National Association of Administrative Law Judiciary and the Arkansas Association of Administrative Law Judges. His is active in various civic and professional organizations.

Mark McGuire

Mark McGuire is the Assistant Chief Executive Officer of the Arkansas Workers’ Compensation Commission. He is a graduate of the University of Arkansas School of Law in Fayetteville, Arkansas, and a licensed attorney since 2002. Prior to law school, McGuire graduated from Arkansas Tech University in Russellville, Arkansas, with a Bachelor of Science degree.

From 2002-2008, he worked as an attorney in the law firm of Pettus, Pettus & McGuire in Fayetteville. In private practice he handled primarily domestic relations, real estate, bankruptcy, and contract cases. In 2008, he became a Director of Compliance with Walmart in Bentonville, Arkansas. McGuire served in various compliance and supervisory management roles within Walmart from 2008-2017.

McGuire has served either in the active Army or the Arkansas National Guard continually since 1988. Over his military career he has deployed in support of the 1996 Olympic Games in Atlanta, GA; Hurricane Katrina in 2005; and in support of Operation Iraqi Freedom in 2007 with the 142nd Field Artillery Brigade. McGuire is currently the Post Commander for the Fort Chaffee Maneuver Training Center.

He is active in support of Sheepdog Impact Assistance; a military, law enforcement, fire & rescue, and EMS support organization.
